President Donald J. Trump recently signed an Executive Order that will significantly impact cross-border e-commerce and international logistics.

Effective August 29, 2025, imported goods valued at or under $800—previously exempt from duties under the de minimis rule—will now be subject to all applicable duties if shipped via channels other than the international postal network.

What Changed?

Under the previous de minimis threshold, shipments under $800 could typically enter the United States without incurring customs duties, simplifying the process for businesses importing small parcels. The new Executive Order eliminates that duty-free treatment for qualifying low-value shipments outside of the postal system.

In short:

  • Applies to goods valued $800 or less shipped outside the international postal network.
  • No more duty-free entry for these shipments if they are not sent via the international postal network.
